NCFA testifies at Congressional hearing

On January 28, NCFA’s president and CEO Thomas C. Atwood testified before the Human Resources Subcommittee of the House Ways and Means Committee, about needed federal and state oversight of the child welfare system. NCFA’s recommendations advocated for: performance-based measures and incentives to ensure court accountability; additional flexible funding for states; enforcement of the Adoption and Safe Families Act; reasonable caseload standards; and collaboration with the private sector to recruit and prepare adoptive parents.
