We are working hard to educate Congress on the need to pass comprehensive federal foster care financing reform in order to expedite placement for the 463,000 children in foster care.
Our recommendations to Congress focus on reassessing child welfare priorities and reallocating resources to give more emphasis and funding to strategies for moving children quickly through the child welfare system, particularly the crucial but neglected strategy of adoptive and foster parent recruitment and training.
Beginning in 2005, with funding from the Pew Charitable Trust, we started the Adoption Leader Engagement Project (ALEP) to educate policymakers on the need for reforming the federal financing system for child welfare services. In 2008, at the conclusion of ALEP, the landmark Fostering Connections to Success and Encouraging Adoption Act was signed into law.
